It comes three weeks after the House narrowly passed the legislation with only Republican votes, and serves as a starting point for Senate Republicans trying to craft their own version, which they say will be different. That's $32 billion less than the estimated savings for the previous version of the bill.

The CBO findings immediately led several Democrats to blast the Republican bill.

"Today's devastating CBO score hammers home Trumpcare's dire consequences for working families and seniors across the country", House Minority Leader Nancy Pelosi said in the statement, slamming the bill as a "billionaire's tax cut disguised as a health care bill". "In reality, Americans are paying more for fewer healthcare choices because of Obamacare, and that's why the Trump Administration is committed to reforming healthcare".

The legislation would end enhanced funding for Medicaid expansion, while overhauling the entire Medicaid program.

By 2026, there would be 51 million Americans without health insurance under the plan. "All of this to give a GOP tax cut to the wealthiest".

Sessions was reluctant to comment on the potential impacts of the waivers on people with preexisting conditions because he said no states will be "wild about" pursuing the repeal of those ACA mandates, anyway.

Insurers in those states would then be allowed to charge higher premiums to people with pre-existing conditions - which could include common ailments like asthma or scoliosis.

CORNISH: What does this report say in terms of premiums?

Those provisions included waivers states could get for insurers to raise premiums on some people with pre-existing conditions, and to ignore health benefits that must be covered under Obama's law.

About one-third of the population resides in states that would make moderate changes to market regulations.

The budget office said older people with lower income would disproportionately lose coverage. Younger people would see substantially larger reductions while older people would see substantially smaller premium reductions.

Here are the top takeaways on what the CBO found.

All seven House Republicans from IL voted in favor of the bill, including Chicago-area Reps. CBO estimates that 14 million Americans would be uninsured in 2018 as a result of this bill, increasing to 19 million in 2020 and 23 million Americans in 2026. Bill Foster of Naperville called it an "irresponsible affront to hard-working Americans". There's not much change on enrollment projections at all between the two scores. The bill would result in massive premium increases for older Americans who are not yet eligible for Medicare.

The projected decline in coverage is one of the main objections critics have to the GOP proposal.

"Older Americans are very anxious about the cost of their health insurance", AARP executive vice president Nancy LeaMond said. He vowed early this year that the Republican bill will provide "insurance for everybody".

The CBO also notes that the AHCA could mean some Americans would buy policies that don't cover "major medical risks". Those places would see a 20 percent drop in premiums by 2026 compared to current law, "primarily because, on average, insurance policies would provide fewer benefits". Also, in those states, premiums for people who are less healthy would be "substantially higher;" their out-of-pocket expenses would also "substantially increase". And while average premiums would be lower than they would be under current law, largely for young and healthy individuals, many would have to pay more. The agency reports that the bill could destabilize individual insurance markets in some states, leaving unhealthy Americans unable to buy insurance.

Wednesday's report will be the first time the budget office has gauged the impact of eleventh-hour changes House Republicans made to gain enough votes to pass the bill.

But someone earning $68,200 would fare better under the GOP bill in almost all circumstances, though younger consumers would see much greater reductions than older ones.

Even before the report, many Republican senators were wary of the House version of the healthcare bill, saying it unraveled Obamacare too much and too quickly.

The lack of a CBO report was decried by Democrats. Some Republican leaders want to help President Donald Trump deliver his campaign promise to repeal and replace Obamacare. Prior to 2013, insurers were allowed to turn away people with health problems, and there was no federal requirement for a standard benefits package.

Freedom Caucus Chairman Mark Meadows (R-N.C.), - who played a pivotal role in including state waiver options in AHCA - hadn't read the full report yet, but initially said he saw it as "good news". Also, states would likely no longer require insurers to cover rehab and pediatric dental care.
