The new education budget should not be a surprise. Yet while the budget does not explicitly cut these programs, impoverished schools will likely still see a reduction in Title I funding; new laws allow states to spend up to 7 percent of their Title I funding upon school improvements before they disburse the funds to qualifying districts. That money would be added to the $15.9 billion that the Title I program will receive under the 2017 budget. At the state level, Gov. Charlie Baker recently pushed a ballot initiative that would siphon millions of dollars from public school budgets into the coffers of privately-run charter schools.

The documents obtained by the Post - dated May 23, the day the president's budget is expected to be released - outline the rest of the cuts, including a $15 million program that provides child care for low-income parents in college; a $27 million arts education program; two programs targeting Alaska Native and Native Hawaiian students, totaling $65 million; two global education and foreign language programs, $72 million; a $12 million program for gifted students; and $12 million for Special Olympics education programs. In such a way, Title I money, along with other school funds, will migrate into wealthier districts at the expense of the districts for which the program was designed. Thus far, the budget does not clarify how much of the $250 million would go towards the studies as opposed to the actual vouchers.

This budget demonstrates Trump and DeVos' well-documented disdain for public education.

DeVos is scheduled to speak at The American Federation for Children to reveal the Trump administration's plan for a federal investment in school choice. Dismantling what we've variously described as an "utterly corrupt educational status quo" or a "government behemoth" wasn't going to be done with the seal of approval of the teachers unions (National Education Association and American Federation of Teachers) or Department of Education bureaucracy, but President Trump and Secretary DeVos were dead set on making it happen anyway.
