But Minnesota is likely to apply for a waiver to get more time to implement the law.

The federal government offered other states extensions up to 2020 if they made moves to comply.

Meanwhile, the state edged closer to a January 2018 deadline by which it must approve Real ID standards, or leave Minnesotans unable to fly or visit military facilities without a passport.

The authorization means that Minnesotans will continue to be able to board domestic flights with a compliant driver's license.

A compromise this session at the state Capitol had been hung up by a fight over driver's licenses for immigrants without proper documentation.

Governor Dayton has offered two proposals in a compromise to legislators, both including higher tab fees. In the end, the Real ID measure is silent on that question.

"We really are last in the country, and today's vote on the House floor and the expected vote on the Senate floor this evening and the governor's signature will get us in line so we are no longer an outlier on this issue", said Rep. Dennis Smith, R-Maple Grove, the author of the Real ID bill.

The deal creates two licenses: A non-compliant license for those not wanting to share information with the federal government, and a fully-compliant license. Senate Minority Leader Tom Bakk, D-Cook, an old hand at budget talks, said it is becoming logistically hard to finish bills on time. After it was passed in 2005, they expressed concerns about data privacy under the Real ID Act, because it gave the Department of Homeland Security power to expand license data collection whenever it deemed appropriate.

Many Democrats and the Democratic governor wanted to change the law to allow undocumented immigrants to get driver's licenses to make the roads, and the immigrants, safer.
