But she will also say that more needs to be done in the fight against terrorism and that the 28 North Atlantic Treaty Organisation members are at the heart of such measures, bringing "valuable operational experience and tools" to deter attacks such as the one in Manchester, where a suicide bomber killed 22 people at a pop concert.

British police said the suspect they arrested on Wednesday, was carrying a package which was being examined.

The arrest was made following searches at an address in the town of Nuneaton in central England, and is the first outside the Manchester area.

A spokesman for the local counter-terrorism force said younger brother Hashem Abedi was arrested on suspicion of links with Islamic State and was suspected of planning to carry out an attack in the Libyan capital.

Investigators have said they believe he was part of a wider network of militants.

The Manchester attack underscores terror threats on Western targets remain real, U.S. Director of National Intelligence Dan Coats Coats told a Senate panel Tuesday.

Meanwhile, the New York Times has published a series of images reportedly showing components of the bomb used by Abedi.

Abedi's father, Ramadan Abedi, was allegedly a member of the al-Qaida-backed Libyan Islamic Fighting group in the 1990s, according to a former Libyan security official, Abdel-Basit Haroun.

A 23-year-old male was arrested in Manchester hours after the attack and three others were taken into custody in the city Wednesday.

French Interior Minister Gerard Collomb said Abedi had "likely" been to Syria, citing information provided by British intelligence services to their counterparts in Paris.

Before his arrest, he told reporters his son was innocent.

"No one really interacted with him", Kinsey said.

Rudd also scolded US officials for leaking details about the investigation into the Manchester attack before British authorities were ready to go public.

At least 12 victims aged 16 or under were being treated at a children's hospital for serious injuries, some of them fighting for their lives, a Manchester health official said.

That prompted British Prime Minister Theresa May to lift the nation's terror threat level to "critical".

The terrorist attack was Britain's second in two months and the country's deadliest since the July 2005 London subway bombing that killed 56 people.
