Police are trying to determine whether suicide bomber Salman Abedi acted alone when he set off his explosives at the end of a pop concert at a Manchester arena.

"These searches are connected to Monday's attack on the Manchester Arena, but this is a fast-moving investigation and we are keeping an open mind at this stage". Ramadan now works as the administrative manager of Tripoli's Central Security force.

Ramadan Abedi, who lives in Tripoli, said he spoke to his 22-year-old son, Salman Abedi, five days ago and that he sounded "normal".

His father, Ramadan Abedi, claimed in interviews that his son was not an extremist, but friends of the family said that he was so concerned about his son's radicalisation, that he demanded he move from Manchester to Libya and confiscated his passport.

Officials are examining Abedi's trips to Libya and possibly Syria as they piece together his allegiances and try to foil any new potential threats.

The government said almost 1,000 soldiers were deployed Wednesday instead of police in high-profile sites in London and other locations.

Police said three men were arrested Wednesday in south Manchester, where a day earlier a 23-year-old man was also arrested and a number of homes were searched. "This is not us".

France's interior minister, Gerard Collomb, said on Wednesday that Salman Abedi was believed to have recently travelled to Syria from Libya and had "proven" links with ISIL.

"Focusing on counter terrorism is not just about the military defeat of terrorists but addressing the root causes of terrorism and the propagation of poisonous ideology particularly online", the official said.

British ministers also voiced their anger to American officials after photographs apparently showing bloodstained fragments from the Manchester concert bomb were leaked to the U.S. press. Rudd said Britain's operational security could be harmed by the leaks, taking "the element of surprise" away from security services and police.

Pressed on whether the Americans had compromised the investigation, she said: "I wouldn't go that far, but I can say they are perfectly clear about the situation and that it shouldn't happen again".

A total of four people have now been detained as part of the inquiry into the atrocity.

A fifth man was arrested in Manchester on Wednesday afternoon.

Manchester health officials announced Wednesday that 20 people remained in "critical care" after suffering from "horrific injuries".
