Jadgesh Kumar, 54, was a carpenter working at Doha's Khalifa International Stadium that is part of a sporting complex for the football tournament.

"We believe we are going to have a huge influx (of fans), 1.3 million during the tournament,"said Khater, speaking as Qatar unveiled its first fully refurbished World Cup venue, the Khalifa International Stadium".

Mr. Lynch also said that contractors have been asked to take steps to prevent abuse, but migrant laborers are still being exploited since the construction sites are still governed under Qatar's repressive sponsorship system that gives employers the tools to abuse migrant labors.

He is at least the fourth World Cup employee to have died of cardiac arrest in the past year and a half, the newswire states. The human rights organization said that migrant workers continue to suffer various forms of abuse and exploitation.

Conditions for workers from India, Nepal and Bangladesh powering a $200 billion infrastructure upgrade for the World Cup have come under scrutiny from rights groups, who say the migrants live in squalor and work without proper access to water and shelter from the sun.

It said Qatar's recent partnering with a university to improve workers' nutrition showed a commitment to the well-being of World Cup workers.

The organizers of World Cup 2022 in Qatar appear to be moving ahead of time as the first of the stadiums for the competition will officially be opened this Friday.

The Gulf Arab Kingdom says it is implementing labour reforms and a year ago hired a British consulting firm to assess working conditions on stadiums in an effort to improve transparency.

However, the Qatari government has denied claims there are higher instances of heart attacks among construction workers.

So far, two people have died while working on stadium sites, including a British man who fell to his death at Khalifa Stadium.

Pictures of the very first stadium, the Khalifa International, have surfaced online and many have praised its design.

In a March 2016 report called "The Ugly Side of the Beautiful Game: Exploitation of Migrant Workers on a Qatar 2022 site", Amnesty highlighted how migrant workers were exploited at the Khalifa Stadium.
