The Senate's No. 2 Republican, John Cornyn of Texas, says it's "basically dead on arrival". It foresees an overhaul of the tax code, which analysts say could direct most of its benefits to upper-income earners.

Veteran GOP Rep. Harold Rogers, who represents a poor district in eastern Kentucky, says, "These cuts that are being proposed are draconian". At the same time, he says there are some areas where the administration sees fit to spend more money, such as the military and law enforcement.

"You have to have compassion for folks receiving federal funds, but you also need compassion for folks paying it", said White House Budget Director Mick Mulvaney while briefing reporters. Tax cuts would primarily benefit the affluent.

While not addressing Medicare's long term financial problems, the budget targets the much smaller Children's Health Insurance Program, or CHIP. He calls it "immoral".

The top Senate Democrat, Chuck Schumer of NY, says the only good news about the budget is that it's likely to be roundly rejected by senators in both parties. Higher growth means lower deficits and Trump's plan folds in more than $2 trillion in unspecified deficit savings over the coming decade from "economic feedback" to promise balance. "The ugly truth is this: You can never balance the budget at 1.9 per cent growth".

Food Stamps: The Supplemental Nutrition Assistance Programme, the United States government's modern version of food stamps, takes a hit of US$193 billion.

Trump's budget proposal, however, faces tough hurdles.

Ryan isn't making any promises about passing the Trump budget, though. "This is the budget you write if you think working families have it too easy", said Sen.

Copies of President Trump's FY'18 budget books are stacked, at the Government Publishing Office, on May 19, 2017 in Washington, DC.

Trump upheld his promise - for the most part - that he would not cut Medicare and Social Security, two expensive safety-net programs that deficit hawks have long targeted for reforms.

On Capitol Hill, Trump's budget won polite praise from some Republicans, but Democrats were dismissive.

The Trump budget assumes there will be continuous economic growth of 3 percent a year with no economic downturn, which would eventually produce a balanced budget.

He also describes the president's recommendations as a "message budget to the right wing of the party".

Trump, now traveling in the Middle East and Europe on his first foreign trip since assuming office in January, will miss the unveiling of his plan.

The politically perilous cuts to Medicaid, college loans, food stamps and federal employee pension benefits guarantee Trump's budget won't go far in Congress.

She was offered SNAP, the Supplemental Nutrition Assistance Program, commonly called food stamps, when she was fighting cancer.

The budget does feature a handful of domestic initiatives, including a six-week paid parental leave program championed by Trump's daughter, Ivanka, that would be designed and financed by the states through cuts to unemployment insurance.

Presidential budgets are often ignored by the U.S. Congress, which controls federal purse strings.

The budget sought USD 1.5 trillion in nondefense discretionary cuts and USD 1.4 trillion in Medicaid cuts over the course of a decade, while adding almost half a trillion dollars to defense spending, reports the Hill.

Trump "relies on incredibly rosy economic growth estimates that we've shown are highly unlikely to occur", the Committee for a Responsible Federal Budget warned.

At the same time, the blueprint boosts spending on the military by tens of billions and calls for $1.6 billion for a border wall with Mexico that Trump repeatedly promised voters the USA neighbor would finance.

Medicaid: The health care programme for the poor suffers a US$610-billion cut over 10 years.

The plan would cut $3.6 trillion in government spending over 10 years, balancing the budget by the end of the decade. Lawmakers from both parties have said major changes will be needed as the measure moves through Congress.

Even with this flawed document and the poisonous atmosphere, the administration's proposed $200 billion for infrastructure projects over 10 years could pave the way for some congressional accord.
