North Korea's past satellite rocket launches have been called clandestine tests of ICBM technology, but it is not believed to have tested a true intercontinental ballistic missile yet.

An American official confirmed the missile launch to ABC News.

This missile has a theoretical range of about 7,500 miles, which is enough to reach all of the United States from North Korea.

According to senior presidential secretary Yoon Young-chan, Moon expressed "deep regret" over the fact this "provocation" occurred just days after a new government was sworn in in South Korea.

In his inaugural address, Moon suggested that he would look to go to North Korea under the right conditions.

There has been no comment yet from North Korea, or China, the country's only major ally.

He has said that North Korean missiles capable of hitting the United States mainland "won't happen".

"At present the situation on the peninsula is complex and sensitive, and all relevant parties should exercise restraint and do nothing to further worsen regional tensions". Russia's President Vladimir Putin is also there.

He says Japan and the USA also started discussing the sanctions on North Korea, but did not elaborate.

Despite South Korean and USA assurances that the deployment is defensive, China considers the system's powerful radar a threat to its security.

Kishida says: "We need to keep studying what could be the most effective while monitoring how North Korea would respond".

The missile was sacked from a site near the northwestern city of Kusong.

The projectile launch comes two weeks after a ballistic missile test that South Korean and US officials said failed. The missile flew about 500 km with an altitude of 550 km.

The launch was also aimed at "maximising the North's political leverage" ahead of possible negotiations with the USA, as Pyongyang and Washington both recently signalled they were open to talks, he added.

The isolated regime attempted but failed to test-launch ballistic missiles four consecutive times in the past two months but has conducted a variety of missile testing since the beginning of previous year at fast pace. It also conducted its fourth and fifth nuclear tests since then. Recently, he has mentioned talking to Kim Jong-un but also warned that North Korea risks a "major, major conflict".

A North Korean parliamentary committee sent a rare letter of protest to the U.S. House of Representatives on Friday over its new package of tougher sanctions.
