Toomey says GOP striving for middle ground on Medicare expansion

Though the vote in May was certainly a victory for the GOP, Republicans had initially attempted and failed to pass the bill in March.

In a conference call with Pennsylvania news media, Toomey said the approach retains the 2020 deadline for state responsibility contained in the House health care bill, but continues some federal funding for Medicaid expansion beyond the time limit.

On May 4, the House of Representatives passed the Republicans' plan to repeal and replace Obamacare.

In its own letter to Republican and Democratic leaders in the Senate, the American Medical Association warned that "significant changes to the [Affordable Care Act] or Medicaid programs potentially threaten the ability for millions of Americans to obtain and retain coverage".

The House GOP's ObamaCare replacement bill would result in a cut of $43 billion over 10 years in funding for Medicaid coverage of children, according to a new study.

Cost and quality of care also improved Kentucky and Arkanasa, where patients were 41 percent more likely to have a regular source of care, spent $337 less out of pocket annually, and were almost 23 percent more likely to rate themselves as being in "excellent" health.

Under this legislation, insurance companies are prohibited from denying coverage on the basis of a pre-existing condition; they are banned from rescinding coverage based on a pre-existing condition; and prevented from raising premiums on individuals with pre-existing conditions who maintain continuous coverage. For years Republicans in the Virginia state legislature have doggedly resisted expanding the Medicaid program that helps provide health care for Virginians who are unable to obtain or afford health insurance. They reported improvements in affordability of care, regular care for their conditions, medication adherence, and self-reported health. That includes, says the Kaiser Family Foundation, 6.3 million people with pre-existing conditions are at risk for paying higher premiums. But McCaskill said that the Trump administration, by talking down the law and threatening to withhold funds created to help stabilize exchange markets under Obamacare, is responsible for its bad condition. ME has been held up as an example of a state that had a high-risk pool that worked, prior to enactment of the ACA.

Insurance companies are finalizing their 2018 rates and benefits packages and they are due for review by the Centers for Medicare and Medicaid Services by June 21.
