Trump is reportedly still deliberating whether to remain in the accord, which is created to slow the trend of climate change now rapidly warming the planet.

If, or when, President Trump does back away from the worldwide agreement, climate experts say there are two main ways the United States could do it. But he also gave voice to the risks of predicting Trump's actions.

As I compose this today the news is full of stories that President Trump does indeed intend to keep the campaign pledge to withdraw from Paris.

Asked via Twitter what he'll do if Trump decides to leave, Musk responded that he would "have no choice but to depart [the] councils in that case".

What is not yet clear is whether Trump plans to initiate a formal withdrawal from the Paris accord, which under the terms of the agreement could take three years, or exit the underlying United Nations climate change treaty on which the accord was based.

Trump, who campaigned against the Paris agreement and has called climate change a hoax, said on Twitter Wednesday night that he would announce his decision about whether to remain in the pact at 3 p.m. Thursday at the White House.

And Trump has reversed himself before on major policy pledges, including on whether to abandon the North American Free Trade Agreement, a step the president no longer favors.

"There's no doubt that regulations have costs, but they are not the primary driver of employment", says Michael Greenstone, an economist at the University of Chicago.

Interior Secretary Ryan Zinke said Wednesday in Alaska that he had "yet to read what the actual Paris Agreement is", and would have to read it before weighing in. According to the United Nations, developed countries are urged to "promote, facilitate and finance the transfer of, or access to, climate technologies to other parties, particularly to developing countries", ensuring that all countries have access to essential technological tools in the climate change fight.

Peabody Energy, the largest publicly traded US coal company dropped 2.2 percent to $24.29 a share, while Arch Coal fell 0.4 percent to $70.77.

Since taking office on January 20, Trump has sent contradictory signals on the Paris deal - reflecting the different currents within his administration, both on climate change but also on the wider issue of America's role in the world and its position on multilateralism.

It's a stunning decision by the United States, the most powerful nation on the planet that's now embracing isolationism under Trump.

Sources in the environmental community say European leaders are starting to get calls from the White House laying the groundwork for a USA exit.

Many big companies say they must make long-term investment decisions based on the assumption that most countries will stiffen environmental standards. Extreme weather in many places has increased.

"We believe climate change is real and the science is well accepted", GE's chief executive, Jeffrey Immelt, wrote to employees in a blog post in March.

"At such a critical juncture in the worldwide fight against the worst impacts of the climate crisis, global leaders should be refusing to enter into trade negotiations with the United States as a proportionate response to this supremely reckless act of climate vandalism". Drought and water shortages could sap growth.

At his news conference, Walsh vowed that Boston would join other cities in the fight against climate change.
