Police on Monday identified Butt and a second attacker, Rachid Redouane, both from the town of Barking in east London.

With the London attack dominating attention, a reduction in the number of police officers in England and Wales by nearly 20,000 during May's six years as interior minister from 2010 to 2016 shot to the top of the election agenda.

May has said the three attacks - including one on Parliament in March - weren't connected in any operational sense but were linked by what she called the "perverted ideology" of extremist Islam.

ISIS claimed responsibility for the attack on Sunday night, although they provided no evidence for their involvement or details of the attack. It made the claim in a statement published by its Amaq news agency. London police say they can not confirm the names of people caught up in the attack.
