Powell told Arkansas Online that the state expected such pushback regarding the monument, but the immediate destruction of the statue still came as a surprise. "One of our Capitol Police officers was on patrol and witnessed it". Authorities arrested a male suspect. Reed was booked into the Pulaski County Jail at 7:34am Wednesday on preliminary charges of defacing objects of public interest, criminal trespass and first-degree criminal mischief. That driver was identified as Michael Tate Reed of Van Buren, Arkansas.

Reed was taken to hospital in Oklahoma for mental health treatment and never formally charged in that case.

In the 2014 incident, The Oklahoman reported that the U.S. Secret Service interviewed the driver and that he told agents he suffered from a bipolar disorder and that Satan had directed him to destroy the monument.

The monument in Little Rock was destroyed less than 24 hours after its installation.

Nonetheless, the Arkansas law anticipates legal challenges: "In the event that the legality or constitutionality of the monument.is challenged in a court of law", it says, the Attorney General may either "prepare and present a legal defense of the monument" or hire Liberty Institute to do so.

'If they put it up, they're going to signal to people who don't subscribe to that particular version of the commandments and nonbelievers they are second-class citizens and we will file suit, ' said Holly Dickson, the ACLU's legal director in May, according to US News and World Report.

And the Dodge Dart was towed away, Powell said, adding, "There was minor damage, but not what you'd think, from what I hear, from knocking over a big stone monument".

Workers are using a tractor to remove pieces of the NOW destroyed, controversial 10 Commandments monument from the AR State Capitol grounds.

But Rapert thinks the monument represents just the opposite.
