Barnier has said he wants to wrap up a Brexit deal by October 2018 so it has time to get through national parliaments and the European Parliament in time for Britain's departure from the bloc at the end of March 2019.

The danger of such a showdown could come early, disagreeing with the EU's phased approach to negotiations, and nearly certainly over the divorce payment.

Barnier held "talks about talks" with May's Brexit advisor Olly Robbins and British EU ambassador Tim Barrow in Brussels on Monday but they failed to agree on a date for the negotiations to begin, an EU official said.

"We are ready. We have completed the guidelines, the framework", Merkel said Friday in Mexico City. Some parliamentarians in both the Conservative and Labour parties want to remain in the EU.

She also warned the United Kingdom that the European Union would defend the interests of its members during what is expected to be gruelling negotiations.

The European Parliament's Brexit co-ordinator, Guy Verhofstadt, said: "Yet another own goal, after Cameron now May, will make already complex negotiations even more complicated".

Hogan said another British election might be needed to give a government a mandate to make the hard decisions required to secure a Brexit deal, as May was "very damaged" as a result of the poll.

Asked if he was now accepting Brussels' timetable, as set out by chief negotiator Michel Barnier, Mr Davis said: "What we have said is we will start down this process but I will have some discussions with Mr Barnier about how we progress to the wider thing of the trade area".

The other 27 governments are particularly concerned that a breakdown in negotiations could lead to Britain ceasing to be a member on March 30, 2019, as laid out in Article 50 of the European Union treaty, without negotiating the kind of divorce terms that would avoid a chaotic legal limbo for people and businesses. "Maybe Britain will have to show greater flexibility in the negotiations".
