Democrats ramped up their pro-gun control push, staging a filibuster in the Senate and a "sit-in" in the House to disrupt Republican-controlled proceedings.

"We worry about this every day for all our citizens", Mr. McAuliffe responded. The measure would have expanded background checks for firearms purchases at gun shows and on the Internet.

On the day that gunfire shattered the morning calm of suburban Washington, dozens of family members of those killed by past gun violence had gathered in the capital to lobby against Republican-backed legislation to make it easier to buy gun silencers. Former congresswoman Gabrielle Giffords, who was shot in the head in 2011 while meeting with constituents and has become a leading voice on gun control, called Wednesday's shooting "an attack on all who serve and on all who participate in our democracy".

In the face of it all, McBath said simply: "I have hope".
