The South Ferry station on the No. 1 line reopened after $340 million worth of repairs.

That sort of comprehensive investment into the subway system, Dwyer argues, is necessary to get the transit system back on track and prevent incidents like Tuesday's derailment-not an obvious statement, but one that bears repeating nonetheless.

Lhota oversaw the subway system's recovery after it was flooded by Hurricane Sandy in 2012.

Passengers posted photos and video on social media as they walked through the tunnel with no light. The smoke was caused by sparks and the garbage and sanitation along the subway tracks.

That initiative directs $14 billion over five years toward improving the subway system. A report released earlier this month found that rush-hour cancellations and delays on the railroad are at the highest level in ten years.
