The UAE Minister of State for Foreign Affairs, Dr Anwar Gargash, has said diplomacy is the priority for the solution of the crisis with Qatar despite the leaking by Doha of the demands of the four countries - Saudi Arabia, the UAE, Bahrain and Egypt.

Qatar's foreign minister has rejected a list of 13 conditions set by four Arab states for lifting sanctions, saying it is neither reasonable nor actionable.

The ultimatum presented to Qatar also includes demands that the natural gas-rich state stop funding a host of other news outlets including Arabi21, Al-Araby Al-Jadeed and Middle East Eye.

The list was received by Qatar's Ministry of Foreign Affairs on June 22, the state-run Qatar News Agency said.

"The US secretary of state recently called upon the blockading nations to produce a list of grievances that was "reasonable and actionable".

Speaking to members of the press after attending the Eid prayer in Istanbul's Ataşehir district, President Erdoğan said that Turkey appreciated and endorsed Qatar's attitude towards the 13-article list of demands from the Saudi-led anti-Qatar axis, which also includes closing the Al Jazeera satellite television network and curbing relations with Iran.

Among the conditions put forth by the bloc, Doha should put an end to the current deployment of Turkish troops in Qatar and shut down the Turkish military base in the Emirate.

Saudi Arabia, the United Arab Emirates, Bahrain, and Egypt as well as the internationally recognized government of war-torn Yemen broke off diplomatic relations with Qatar in a major worldwide rift on June 5, 2017. As the United States stepped back from any central mediating role, all sides seemed to be settling in for a potentially protracted crisis. US President Donald Trump had supported the action, but Secretary of State Rex Tillerson and Defence Secretary Jim Mattis had called for mediation and a quick resolution of the dispute.

"The siege can not be subject to restrictions or conditions because it is in contravention of global agreements and human rights conventions", the committee said.

"The alternative is not escalation, the alternative is parting of ways, because it is very hard for us to maintain a collective grouping", UAE Minister of State for Foreign Affairs Anwar Gargash told reporters.

Al-Jazeera has condemned the call for its closure as "nothing but an attempt to end freedom of expression in the region, and suppress the right to information".

The sanctioning countries demanded Qatar pay them reparations for any damage or costs incurred due to Qatari policies.

Qatar was warned by one of its most hawkish critics in the region that unless it meets the list of demands, Doha faces "divorce" from its Gulf neighbours.

The Abu Samrah border crossing with Saudi Arabia has been quiet since Qatar's neighbours cut ties as part of a major diplomatic row.

Saudi Arabia itself has issued this ultimatum at a time when the Gulf, and the Middle East, are unsettled and feeling the influence of Iran in many areas, including Iraq, Syria, and Yemen, although Iran's fingers have made inroads into other nations as well.

The United Arab Emirates has said the list was meant to be confidential, and it has accused Qatar of leaking it to the press in a sign of bad faith.
