While the queen reads the Queen's Speech to lawmakers, it is written by the prime minister and her staff and offers a broad brush of goals for the future.

The UK government has put on hold plans to welcome US President Donald Trump to the UK for at least the next two years, it was confirmed on Wednesday.

The Queen's Speech in 2013 made no mention of South Korean President Park Geun-hye's state visit.

The June 8 election left her Conservative Party short of a majority in Parliament, damaging her authority just as Britain begins the Brexit negotiations.

Delivered on the day of the ceremonial opening of Parliament, the speech is the centerpiece of a great state occasion, normally replete with crowns, tiaras, ermine robes and soldiers on horseback.

Of 27 Bills and draft bills unveiled in her first Queen's Speech, eight are devoted to the complex process of withdrawal from the EU, including a Repeal Bill to overturn the 1972 Act which took Britain into the European Economic Community and separate Bills on customs, trade, immigration, fisheries, agriculture, nuclear safeguards and the global sanctions regime.

Following her failure to reach agreement with the Democratic Unionist Party, Mrs May is the first PM in decades to be faced by doubts over whether she can get her legislative programme through Parliament.

May's program for government was largely restricted to the technical work of making sure Brexit can happen: a bill that sets out how the government will transpose huge swathes of European Union law into British law and separate bills on related topics such as immigration, customs and fisheries.

Lib Dem chief whip Alistair Carmichael is in talks with MPs from across the Commons urging them to support an amendment to the Queen's Speech meant to force the Government to modify its Brexit plans.

A Fisheries Bill promises to restore United Kingdom responsibility over access and management of its waters, and an Agriculture Bill states the Government will introduce an "effective" system to deliver stability to farmers who lose European Union support. But because of a recent snap election, Wednesday's event was more low-key.

In a speech following the queen's, May apologized for how her government handled the aftermath of the tragedy.

She also travelled by vehicle instead of the traditional horse-driven carriage to deliver her speech.

May's plans will need the support of Northern Ireland's DUP, which is expected to use its 10 votes to back her in exchange for more funding to the province, policies geared toward boosting its economy and assurances that Brexit will not cut it off from the neighboring Irish Republic.

In remarks following the speech, May acknowledged government failings in helping victims of a massive fire in a west London tower block on June 14.
