Russia Cancels Talks With US Over Latest Round of Sanctions

US Under Secretary of State Tom Shannon had been due to meet Deputy Foreign Minister Sergei Ryabkov in St Petersburg.

"There were plans for the next few days to continue bilateral consultations on "irritants" in the Russian-U.S. relations, to find ways out of the extremely hard situation to which the U.S. side has driven partnership and cooperation with Russia", Ryabkov said in a statement.

The EU and the USA have linked the economic sanctions to the February 2015 Minsk cease-fire accord, which aimed to end fighting between Ukraine's forces and Russia-backed separatists.

Angela Stent, director of the Eurasian, Russian and Eastern Studies program at Georgetown University, said the move was meant "to signal that there are limits to which Russia is willing to accept more U.S. sanctions and set a benchmark for when the two presidents meet next month".

"If the Russians seek an end to these sanctions, they know very well the USA position".

The ministry's comments were released June 22 after Foreign Minister Sergei Lavrov spoke by telephone with U.S. Secretary of State Rex Tillerson.

"These designations will maintain pressure on Russian Federation to work toward a diplomatic solution" on Ukraine, Treasury Secretary Steve Mnuchin said. According to Slutsky, in the three years that have passed since sanctions were imposed, Europe has faced more damage than Russian Federation.

The Treasury Department on Tuesday announced that it was reinforcing existing sanctions on Russian Federation in an effort to counter attempts to circumvent the sanctions.

The U.S. government on Tuesday sanctioned 38 individuals and organizations over Russia's actions in Ukraine, the U.S. Treasury Department said, reaffirming Washington's commitment to pressuring Moscow over its annexation of Crimea.

"We remain open to future discussions", she said.

On Tuesday, the United States increased sanctions with the intent to dissuade Russian Federation from continuing its occupation of Crimea.

They follow the passing of a bill by the Senate that would impose more sanctions, partially in response to Russia's attempts to influence the 2016 presidential election.

Tensions between Moscow and Washington increase as the Kremlin considers retaliatory measures over U.S. sanctions on Russian Federation. The statement ended with a warning that there might be proactive repercussions to these sanctions.

But she said that Washington was disappointed about the cancelation of the talks, which she said had been set up as part of a "channel" established in April for Russian and American officials to discuss "minor issues and irritants".

Nauert says those sanctions "didn't come out of nowhere".
