Sens. Rob Portman of OH and Shelley Moore Capito of West Virginia announced in a joint statement Tuesday afternoon that they were opposed to the Senate health care bill, bringing up the total tally of "no" votes to nine.

Before grim-faced senators, the president spoke in vague terms about the bill, showing the lack of specificity that has hampered his attempts to wield political influence on Capitol Hill.

It may be an unattainable mission given the divide between the moderate and hardcore conservative Senate Republicans over legislation to repeal and replace the Affordable Care Act known as Obamacare.

Over the next couple of weeks, we know that leader McConnell will try to use a slush fund to buy off Republicans, cut backroom deals to try and get this thing done.

What the Affordable Care Act did accomplish, and spectacularly, was to establish the expectation that all Americans have a right to accessible and affordable health care.
