Much of Trump's plan seems to be taken from Rep. Schuster's AIRR Act, introduced past year as an update of the FAA Reauthorization Act. Monday's announcement was the first to come during a week in which the administration hopes to focus on policy changes they say will improve United States roads, bridges and airports. They believe a nongovernmental organization would be better suited to handle responsibility of air traffic control because they would have a much easier time cutting through the bureaucratic red tape that the FAA has struggled with in the past. However, the nonprofit advocacy group Flyers' Rights called it an "airline-controlled corporate monopoly" and said it would hand the airlines control over a core public asset and give them "nearly unbridled power to extract new fees and increased taxes from passengers".

Winning congressional approval would still be an uphill battle for Trump.

Commercial airlines are supporting the privatization plan, and opponents are concerned the new system would be dominated by airline interests.

Business aircraft operators, private pilots and non-hub airports have also expressed concerns they may pay more and receive less service under a private corporation.
