Butt had sparked alarm for his extremist views and allegedly had links to a jailed radical preacher, yet neighbours at what was reportedly his home in Barking, east London, remembered a friendly family man.

Police face tough questions after it emerged that Butt, who was a British citizen and is being named as a ringleader behind the atrocity, had been investigated by officers in 2015 but had been "prioritised accordingly" after no intelligence to suggest he was planning an attack was discovered.

Also identified in the London Bridge attack was Rachid Redouane, who claimed to be of Moroccan and Libyan origin and sometime went by the name Rachid Elkhdar.

London police have said all 12 people held since the attack late Saturday from the Barking neighborhood, have been freed. Earlier on Tuesday, British Police had identified Butt as one of the three attackers responsible for killing seven people in London recently.

In Britain's third Islamist attack in as many months, three men rammed a van into pedestrians on London Bridge before running into the Borough Market nightlife area, where they slit throats and stabbed people indiscriminately.

Within eight minutes of the first emergency phone call, officers shot dead all three suspects in Borough Market, a popular restaurant and bar district nearby.

The Amaq news agency, which is affiliated with the IS group, said the attacks were carried out by "a detachment of fighters from Islamic State".

Saturday's rampage followed a suicide bombing that killed 22 adults and children at a pop concert in Manchester two weeks ago, and an attack in March when five people died after a auto was driven into pedestrians on London's Westminster Bridge. Authorities have said the London attack was apparently unconnected to the Manchester bombing.

Police said little about the additional arrests in the same general part of the city, other than to confirm that more raids had taken place early Monday. Seven were killed and almost 50 wounded. "She had room in her heart for everyone and believed strongly that every person was to be valued and respected", said her family, who live in Castlegar in British Columbia, in a statement. Police also raided an address on Caledon Road in Newham.
