British police revealed the name of the third attacker and announced they had taken another person into custody in the investigation into the London terror attack on Tuesday, a day after saying they had released without charge all 12 people arrested so far.

Police and MI5 - the UK's security and counterintelligence agency - were familiar with him, but there was no intelligence to suggest the weekend attack was being planned, Met Police said.

The third attacker was named as Youssef Zaghba, an Italian national of Moroccan descent, who was living in east London.

The other two attackers were identified as Khurum Butt, a 27-year-old whose extremist views had been reported to police, and 30-year-old Rachid Redouane, also known as Rachid Elkhdar, a pastry chef who claimed to have dual Moroccan-Libyan citizenship.

Butt had appeared in a documentary, "The Jihadis Next Door", and was known to investigators, but police said he was not believed to be plotting an attack.

Butt was investigated by officers in 2015 but they found no evidence he was planning an attack and he was "prioritised in the lower echelons of our investigative work", police said.

Counterterrorism police arrested a 27-year-old man Tuesday in the Barking area, but did not say how he might be connected to the attack that killed seven people and wounded at least 50 others.

Police identified Khuram Shazad Butt, 27, a Pakistan-born individual who had been previously investigated by MI5 and United Kingdom police and Rachid Redouane, 30, who is believed to be of Moroccan or Libyan origin, as two of the London attackers on Monday night. The search in Ilford, just north of Barking, is seeking to determine whether the group had accomplices.

Italian news reports say the London Bridge attacker who had been stopped in Italy en route to Syria a year ago was subsequently listed in the European-wide intelligence-sharing system and was stopped at London's Stansted airport in January but let go.

London Mayor Sadiq Khan said questions would need to be asked about what the police knew about Butt. The Islamic State group claimed the attacks. Transport for London confirmed he worked for London Underground in customer services before leaving last October. He has said cuts in the number of police officers have had an impact on the ability to prevent attacks. The paper also endorsed May's Conservative Party on Wednesday.

A minute's silence was observed in Britain at 11 a.m. local time (1000 GMT) in memory of those killed during the attack. "The issue of flagging (threats) is extremely complex and strictly tied to the amount of information that any one country is called on to process, which in some cases is an enormous amount". Authorities have said the London attack was apparently unconnected to the Manchester bombing.
