That kind of an announcement could leave the door open for the United States to remain in the Paris Agreement with a revised target, a proposal some top aides in President Trump's inner circle have supported.

President Trump has announced on Twitter Wednesday night that he intends to reveal his decision on the Paris climate agreement on Thursday at 3 p.m. The Paris accord was negotiated by President Barack Obama in 2015.

Trump's chief economic adviser, Gary Cohn, has discussed the possibility of changing the USA carbon reduction targets instead of pulling out of the deal completely.

European Commission Vice President Maros Sefcovic said in Brussels that a U.S. withdrawal would be disappointing but that the European Union stands ready to take global leadership on the issue.

The coastal states of North Carolina, South Carolina, Georgia and MS could be vulnerable to sea-level rise due to climate change. Last week, 21 Senate Republicans urged Trump in a letter to make a "clean exit" from the treaty.

Trump, who has previously called global warming a hoax, has come under concerted pressure from other world leaders to honor the 2015 Paris Agreement, the first to bind all nations to setting goals to curb carbon emissions. Even many of Trump's own advisers support the deal, according to The New York Times.

And then, of course, there was the argument advanced by candidate Trump.

"We believe that it will be important for the U.S. not to leave the Paris agreement", said Guterres.

Even in regions of the USA where coal is plentiful, electric utilities are increasingly shifting to cheaper, cleaner-burning natural gas.

Trump is getting conflicting advice from various quarters of the administration.

But Musk has long held climate change as a personal passion topic, even positioning Tesla as a beacon of hope because its electric vehicles do not generate carbon emissions that cause global warming. And he's already overturned several Obama-era efforts to reduce emissions. Roy Blunt's 47 percent approval rating contrasts with a 61 percent approval for the Paris accord.

Under the Paris Accord, almost 200 nations agreed in 2015 to voluntarily cut greenhouse gas emissions in a landmark agreement to fight climate change.

To date 147 countries have ratified the agreement to limit the global temperature rise to below 2 degrees Celcius. Island nations - which face an existential threat from rising sea waters - had pushed hard for a target of 1.5 degrees Celsius. Scientists warn that any delay in weaning the country off fossil fuels could exacerbate the negative effects of climate change for the rest of the globe.

The doubters are in the minority. The other two are Syria and Nicaragua. At a meeting of the G7 in Sicily last week, only Trump refused to reaffirm their nations' continuing support for the Paris deal, which was signed by almost 200 countries.

A pact in name, or in deed?

The president could decide to stay in the treaty, but adjust the voluntary US targets for reducing greenhouse gas emissions.

As NPR's Christopher Joyce recently reported, emissions in the USA have declined by about 12 percent since 2005. "And we are going to continue to reduce emissions over the next 10 years, likely regardless of Trump policy". Yes Jihye... President Trump tweeted on Wednesday, shortly after the flood of reports, that he would be announcing his decision over the next few days.

It would also threaten the $100 billion a year pledged to help developing countries achieve emissions cuts, as Bloomberg has reported.

"We continue to lobby the USA at all levels to continue to take climate change extremely seriously".

By staying in the deal, the US would have kept a spot at the negotiating table - and potential influence over how the agreement is enforced.
