Uncertainty will continue for a while yet in BC politics

Just as important to watch will be the working relationship between Mr. Horgan and Green Party Leader Andrew Weaver.

NDP and Green MLAs met at the B.C. legislature Tuesday to sign the agreement, to be forwarded with a letter to Lt. Governor Judith Guichon this week asking for consideration of their status to govern.

"There's an very bad lot that can be done in British Columbia to stop the shipping of diluted bitumen in our coastal waters, and rest assured the B.C. Greens and B.C. NDP will work together on this", he said.

Horgan and Weaver took questions from reporters following the signing, with the NDP leader saying it was an exciting time for democracy in B.C. Both leaders said they were excited to work together on a variety of issues, including addressing affordability.

Weaver said comments in support of the pipeline are misguided, likening them to Clark's promises in the 2013 election campaign to the potential prosperity of a liquefied natural gas industry. "Frankly, I think she should get with the program and get with the 21 century as well".

Both Prime Minister Justin Trudeau and Notley came out in defence of the project, with Trudeau emphasizing that the project is in the national interest while Notley reminded B.C. of the jobs it will provide.

The project, which would increase tanker traffic on the coast seven-fold, has already received National Energy Board approval, and Alberta Premier Rachel Notley suggested this week that it's beyond the B.C. government's power to interfere.

One gain for the Greens is clear, although it would likely have been offered by the B.C. Liberals as well.

When asked, he said geographic representation need not be lost in a proportional system meant to give more balance to which party was voted for. The agreement does not oblige the Greens to support the NDP on every vote - just confidence votes like budgets and throne speeches.

If the NDP forms government with the support of the Greens, Darcy is confident the power-sharing deal will last until the next provincial election as the Greens have committed to supporting the NDP on confidence and supply motions, which are required for a government to hold power.

On Tuesday, the NDP and Greens formalized their alliance in a four-year agreement that commits to raising minimum wage to at least $15, increasing the province's $30 carbon tax by $5 per tonne annually beginning next April, and launching a review of labour laws.

Duane Bratt, a political scientist at Mount Royal University in Calgary, said because NDP Leader John Horgan has the slimmest of minority governments, he might have to scale down some of his ideas.

Under the terms of the NDP-Green agreement, the referendum on proportional representation would take place when municipal elections are held in the fall of the 2018.
