Prime Minister Justin Trudeau has declined to endorse an global statement backing the Paris Agreement on climate change in order to "appease" U.S. President Donald Trump, reports German magazine Der Spiegel.

France's environment minister, Nicolas Hulot, said he hoped many countries would follow France's lead in scaling up their pledges and accelerating the timetable on implementing Paris benchmarks in response to the USA withdrawal.

They are considering declaring all of California a sanctuary state and even though the nation is pulling out of the Paris Accord, Governor Brown is moving forward, signing agreements.

But many analysts say Trump's rhetoric may make little difference. A source familiar with the matter said Trudeau had last month strongly urged the president to stay in the pact.

"Respective of the importance to engage with longstanding allies and key worldwide partners, we approached the climate discussions head on from a position of strength and clarity", he said in a statement.

A two-day meeting of environment chiefs from the Group of Seven club of industrialized democracies ended with the USA again disassociating itself from a statement underlining the importance of implementing the 2015 Paris deal on curbing carbon emissions.

At the G7 ministerial talks in Bologna, Trump's main envoy, Environmental Protection Agency director Scott Pruitt, left the talks to return to Washington only a few hours after his arrival.

In a footnote to the G7 report, the USA said on Monday it would not join with the other six countries in reaffirming their Paris commitments, but said it was taking action on its own to reduce its carbon footprint.

Ms. McKenna said she talked with the other G7 environment ministers about that deal, as well as measures being taken on clean growth, carbon markets, innovation and trade, financing for developing countries that are coping with the effects of climate change, resource efficiency and marine litter.

Greenpeace's global executive director, Jennifer Morgan, said: "Paris is non-negotiable and the leadership shown by the G6 countries, along with the cities, states and businesses in the U.S. in moving the agreement forward swiftly is fundamental".

In 2013, in his role as education secretary, Mr Gove was accused of trying to "airbrush" climate change from the national curriculum - but he told Good Morning Britain he "strengthened" the position of climate change on school syllabuses.

Stiglitz said the rest of the world should impose a carbon adjustment tax on USA exports that do not meet global standards.

Trump's announcement came the same day that GM released its annual sustainability report in which it outlined its environmental accomplishments and initiatives.

But, 70 percent of Americans favor remaining in the Paris climate accord, 97 percent of our climate scientists, many of our elected officials - both Republican and Democrat - energy giants like Exxon Mobil and the birds and the bees all favor a viable planet.

Der Spiegel reported that United Kingdom Prime Minister Theresa May and Japanese Prime Minister Shinzo Abe were also wavering from making a strong statement in support of the Paris Agreement to avoid alienating Donald Trump.

In a statement on Monday, he defended the US position. By withdrawing from the Paris Agreement, the United States is now the third country to reject it, the other two countries being Syria and Nicaragua.
