For several hundred thousand commuters on the Long Island Rail Road and New Jersey Transit - as well as Amtrak passengers who ride between Boston and Washington, D.C. - that means fewer trains during peak periods, the result of track closures to accommodate the repairs.

Over the course of the day, two trains and a rescue locomotive were stalled at Penn Station, stranding almost 800 people underground without air conditioning and triggering delays throughout the region. Passengers aboard that train said that they were trapped on hot cars without light or air conditioning for about 30 minutes.

The Amtrak train disabled in the Hudson River Tunnel because of an overhead power issue, officials said.

Around and round we go. "The A/C soon cut out and we were told to just remain patient because there was a power outage".

The "Silver Meteor" Train 98 from Miami to New York City stalled just west of the Penn Station platform, Amtrak spokesman Mike Tolbert said. The first train sent to rescue the stranded passengers also broke down because it lost power. But on Tuesday he praised the advance planning and said "the reports are all good".

Amtrak authorities said electrical issues with overhead wires were to blame for the latest woes at the beleaguered transit hub.

NJ Transit trains were delayed in and out of Penn Station, but they were running on or close to schedule within three hours of the incident, according to officials.

As a result of the outage, service was briefly terminated between NY and New Jersey, and delays snarled much of the system for the rest of the afternoon.

A NJ Transit train also derailed at Penn Station on July 6.

Major repairs works, dubbed the "Summer of Hell", started at Penn Station this week to address critical repairs.

The fix work at Penn Station has forced several tracks to be closed at a time.
