"Mosul would have been a challenging fight for any army, and the coalition is proud to stand side-by-side with our Iraqi partners as they celebrate their hard-fought victory - a victory that has cost the lives of many fearless Iraqis; soldiers, police and civilians", Townsend said in a news release.

Civilians were subjected to "relentless and unlawful attacks" by the coalition and Iraqi forces, report says.

A senior USA general says the fight was "far from over" in Iraq despite the recapture of Mosul from Islamic State militants and he saw no major reduction in U.S. troop numbers after the fall of the city.

There are also humanitarian and stabilisation efforts desperately needed to ease the suffering of Mosul citizens and start the city on the road to recovery, he said.

Col. Joe Scrocca, a coalition spokesman, told The Associated Press on Wednesday that "war is not pleasant, and pretending that it should be is foolish and places the lives of civilians and soldiers alike at risk".

"We in the United States and the global coalition are proud to stand with the Iraqi Security Forces and all those who made this moment of liberation possible", Sanders said.

Gen. Stephen Townsend cautioned reporters that pockets of ISIS fighters remain in the city of Mosul but that the city by and large is "firmly" controlled by the Iraqi Security Forces. Much of the western districts have been shattered by USA -led coalition airstrikes, as well as Islamic State auto bombs and shelling.

Townsend, who heads the anti-IS coalition, added that discussions were in the final decision-making stages.

The U.N. and rights groups have also accused Iraqi forces of committing violations against civilians as they have fled Mosul, suspecting many of being members of ISIS.

"For over three years, ISIS was allowed to occupy Mosul and its surrounding towns, some of which were considered Christian safe havens". It went way beyond human shields: they were out and out murdering civilians left, right and center, " he said.

In the Old City's al-Shahwan district, Iraqi special forces arrested seven people suspected of having links to the Islamic State on Tuesday, Iraqi Newsreported.

Earlier, Iraqi Prime Minister Haider al-Abadi formally declared victory of the country's forces over the Daesh Takfiri terrorist group one day after the country's military and Popular Mobilization Forces took full control of the northern city.
