Among other important directions, NGT directed the creation of a special monitoring cell in the Uttarakhand and UP Pollution Control Boards for keeping track of water quality, it also directed creation of supervisory and implementation committees with both senior central and state government officials as members.

The country's top green bench, in its latest decision to save the Ganga, has banned the dumping of any kind of waste within 500 metres of the river's edge; anyone caught littering the Ganga will be charged a fine of Rs 50,000.

"It has been brought to our notice that huge quantity of hazardous e-waste generated from various industries in powder form is being disposed on the bank of river Ramganga in Moradabad", the bench said.

Less than a quarter of an estimated 4,800 million liters of sewage that flow daily into the 1,570-mile river from main towns and cities is treated.

Ganga, one of the filthiest rivers in the world, while passing through the plains changes its colours many times-from crystal clear to dark grey to red- mainly due to the industrial waste flowing into it.

Prime Minister Narendra Modi's government has pledged to build more treatment plants and move more than 400 tanneries away from the river, but his $ 3 billion clean-up plan is badly behind schedule. Only 14 had been shut by March.

Last week, thermal power plants discharging effluents in the Ganga basin came under the radar of the National Green Tribunal which sought a report on whether they have adequate measures in place to prevent pollution of the river. The central government had established a Dollars three billion fund to clean the river. "We also grant liberty and in fact, it shall be desirable for every local authority to recover environmental conservation charges from the public at large or in any case a class of persons responsible for generating higher sewage", and directed state governments to identify and demarcate the floodplains in the stretch based on 25 year flood line.
