Republicans say House Democrats are responsible for the current holdup due to their opposition to the changes. Two congressional aides told The Daily Beast that "the net effect of the changes [the Trump administration] wants would certainly weaken one of the legislation's most important components".

Three decades later, Senate Democrats are gumming the process by requiring cloture filings for most of Trump's nominees.

"Of the 197 presidential nominations to agencies, the senate has only confirmed 48", he said.

"This week, the Senate has scheduled a few confirmation votes". And the number of nominees Obama had pushed through did not match up with what his own White House said, either.

"There has been some assertion that we are holding up the bill", the Maryland Democrat told reporters.

GOP leaders have yet to signal they are receptive to that White House lobbying, but Democrats have always been concerned that Republicans are open to declawing the bill in the House before any vote to send it to Trump's desk.

Senate Democrats blamed the Trump administration for the delays.

The note from Matt House, communications director to the Senate minority leader, contended that 'the nomination process has been defined by the failure of the Trump administration to submit names for hundreds of vacant jobs, incomplete and delayed ethics and nominations paperwork from the nominees themselves, and repeated withdrawals of nominees for key positions. "In order to give nominees a hearing and a vote, senators need to have all the necessary information and requirements to thoroughly vet and thoughtfully consider them for approval".

But Hoyer wouldn't say whether Democrats would ultimately oppose a Russian sanctions bill that ties the minority's hands if Republicans brought such a proposal to the floor.

Last week, the Partnership for Public Service and the Washington Post released a comparison of Trump nominations and confirmations to those of the previous four presidents as of June 23.

To date, Trump has just 46 confirmations to his administration compared to 180 for Barack Obama and 130 for George W. Bush at the same date, the Journal reported. As reported by Axios, he and House Foreign Affairs Committee chair Ed Royce, both Russian Federation hawks, are likely more than happy to tie the president's hands behind the scenes, considering its now unclear where his allegiances lie. As you know, there is a constitutional issue.

White House spokesman Sarah Sanders said that a new version of the draft law on sanctions poses risks for the implementation of USA foreign policy.

Gorsuch was seen as a mainstream conservative who in a different year would have won enough Democratic support to avoid a vote to close debate on his nomination, which required 60 yes votes.

If Ryan rejects the compromise, Hoyer said that would tell him that House Republicans "are in a protective mode, not a mode of assuring, as the Senate did, that we have significant oversight".
