Ghandour blamed the US move on pressure groups which he said had benefited from the sanctions and the conflicts in Sudan. "The extended review period is going to let us do even more, and we want to make sure that our principle - which is unfettered humanitarian access in all contexts - is something that we could go forward with the Government of Sudan, and (those) restrictions on travel and other issues - that are inconsistent with the freedom of movement- are addressed and overcome", they said.

In June, the USA said it was "very concerned" about Sudan's human rights record.

On Wednesday the State Department organised a press background briefing to explain a decision by an interagency team to extend the review period for the revocation of the economic embargo on Sudan for additional three months.

Rights advocates and opposition groups have said lifting the sanctions would strengthen President Omar al-Bashir, who is wanted by the International Criminal Court for genocide charges linked to the Darfur conflict, and do much to bring his government back into the international despite its past abuses.

US demands include resolving internal military conflicts in areas such as war-torn Darfur, cooperating on counterterrorism and improving access to humanitarian aid.

"European countries, regional and global institutions and some American institutions have recognized that Sudan has fulfilled the five-track plan in whole and this has been confirmed in technical meetings with the American side", Ghandour said, referring to the list of US demands. Human rights groups praised the decision, while Sudanese Foreign Minister Ibrahim Ghandour said any decision other than the immediate and permanent lifting of sanctions was "illogical and unacceptable". Without identifying them, he said such groups have "continued to raise slogans and outdated reports" about the situation.

Human Rights Watch welcomed the US postponement.

Hover ever they stressed the North Korean matter has not been added to the five track framework but "it has been a continual concern we have with the Sudanese Government, and we've expressed that all along".

They also made clear that the three-month extension was the result of an interagency process, involving input from the State Department, Treasury, intelligence agencies and USAID.

Sudan has been under USA financial sanctions since the 1990s, when it was briefly home to Osama Bin Laden and accused of sponsoring terrorism.

It acknowledged that lifting sanctions would be seen to "reward a regime that must do much more to improve governance and end its wars", but said that not doing so could reverse progress made thus far and discourage further cooperation.
