The individual mandate brings down premiums by requiring healthier, younger people to buy coverage, who in turn subsidize individuals with higher health care costs, and CSRs are payments from the federal government to insurers to offset the costs of covering lower-income people.

Both Democrats and Republicans in Congress have earned the ire of most Americans, according to a new #CNN poll conducted by SSRS, with almost seven in 10 (68%) judging the Republican Congress a failure so far after last month's repeal and replace plan died in the Senate.

By almost 2-to-1, poll respondents said it's good that the repeal-and-replace bill failed, and about 4 in 5 respondents want the White House and Republicans to focus on making the ACA better, the Associated Press reported.

The Trump administration continues to emphasize the weakness of the exchange markets for next year, but numerous problems that are causing that weakness, according to the insurers, are primarily of the administration's own making. Three in 10 (31%) support President Trump using whatever tactics are necessary to encourage Democrats to start negotiating. For a White House that often seems more concerned with cementing support from Trump's loyalists than embracing the political center, that might help explain the president's persistence on the issue. However, most Republicans (61%) and Trump supporters (63%) see continuing plans to repeal and replace the ACA as more important than helping the marketplaces work better (38% and 33%, respectively).

And by almost 2-to-1, most say it's good that the Senate rejected the GOP repeal-and-replace bill last month.

About 60 percent of people says that Trump and congressional Republicans are responsible for any problems with the health law.

This month's survey again finds more of the public holding a favorable view of the Affordable Care Act than an unfavorable one (52% vs. 39%). There has been a 9-percentage-point increase in people who hold a favorable view since November. At stake is the fate of the exchanges and the 10 million Americans who receive coverage through the exchanges, and in particular the 6.7 million people who purchase individual insurance on or off the exchanges without subsidies.

The same number of people say that insurers decisions not to sell insurance plans in certain marketplaces will affect everyone with insurance.

The poll of 1,211 adults was conducted August 1- 6.The margin of sampling error is plus or minus 3 percentage points. Interviews were conducted in English and Spanish by landline (428) and cell phone (783). The margin of sampling error for all respondents is plus or minus 3 percentage points.
