ISIS operatives allegedly used eBay to fund terror operations

An ISIS funding network used fake eBay transactions to transfer money to the US according to a recently unsealed affidavit

ISIS used bogus eBay deals to funnel money to an operative in the USA, according to a report Thursday, quoted by NY Daily News.

The man reportedly told investigators he used a scheme dubbed "drop-shipping", that made it appear as if goods were bought and shipped to individuals linked to the terrorist organization, as a way of disguising the movement of money.

The Wall Street Journal reported Friday, citing a Federal Bureau of Investigation affidavit that one of the suspected recipients of the IS funds was a USA citizen by the name of Mohamed Elshinawy.

But after his arrest in December 2015, Elshinawy claimed that he never meant to carry out such an attack and was only trying to get money from ISIS, according to a release from the US Department of Justice.

Investigators believe that the financial network had tentacles across the world, including in the United Kingdom and Syria, in a system controlled by Islamic State hacker Siful Sujan who was killed in an airstrike near Raqqa in December 2015.

The 30-something man reportedly told investigators that the payment sent by ISIS was exclusively for "operational purposes" within the U.S. He denied planning an attack on the country himself but admitted that the money was sent to fund operations like "terror attacks".

Elshinawy is now in federal custody awaiting trial and has pleaded not guilty to the charges against him for conspiracy to provide and providing material support to a foreign terrorist organization, terrorism financing, and making false statements in connection to terrorism.

Elshinawy was arrested in December 2015 on charges of attempting to provide material support for ISIS.

A spokeswoman for PayPal Holdings Inc. said that it "invests significant time and resources in working to prevent terrorist activity on our platform...."
