China Calls for Mutual Respect in Strengthening Relations with US

South Korea's top diplomat has strongly condemned North Korea's repeated provocations and urged the reclusive state to give up its nuclear weapons program and "come out to the road toward peace and stability", Seoul's foreign ministry said Tuesday.

US Secretary of State Rex Tillerson on Monday ruled out a quick return to dialogue with North Korea, as he said new United Nations sanctions showed the world had run out of patience with Pyongyang's nuclear weapons ambitions.

Kono, in his turn, expressed hope that the countries would cooperate "in a broad range of areas" to build a new era of bilateral relations, the media added.

Mr Tillerson's comments, made at a regional security forum in Manila, were the latest USA attempt to rein in Pyongyang's nuclear and missile program after months of tough talk from President Donald Trump.

Wang said that apart from the new sanctions, the resolution also made clear that the six-party talks process, a stalled dialogue mechanism with North Korea that also includes Russian Federation and Japan, should be restarted.

On Saturday, the UN Security Council imposed its toughest round of sanctions yet against Pyongyang over its two intercontinental ballistic missile tests in July - but Mr Tillerson appeared more conciliatory on Monday. In particular, the restrictions target imports of coal, iron ore, lead and seafood imports from the Asian nation to UN member states.

The latest United Nations sanctions come as a response to North Korea's first intercontinental ballistic missile (ICBM) launch on July 4, which was a successful milestone that was followed by a second missile launch of this type on July 28.

Kim Jung Un's missile tests continue to inch too close for comfort for the country's neighbors and the US; the most recent reached just 200 miles off the shore of Japan.

Mr Tillerson's remarks might be an attempt to try another tack by the United States, which has also tried to get Pyongyang's ally China to use its influence to prevent North Korean leader Kim Jong-un from building a nuclear arsenal.

"It is a topic under active consideration here and I would tell you that we would be favorably inclined to do anything which furthers the defensive capabilities of South Korea", Pentagon spokesman Navy Captain Jeff Davis reportedly said. "We must be tough & decisive!", Trump wrote in a post on Twitter. "North Korea would use the talk as a bargaining chip with the USA, as their goal is to have dialogue with Washington, not Seoul".

However, signalling that differences remained between the world powers on how to handle the North, Mr Wang on Sunday reiterated China's position that sanctions alone would not solve the problem and called again for the United States to talk to the North.

Yang pointed out that Trump, who took office in January, has not yet appointed an ambassador to South Korea, nor has he chosen a director to deal with North Korean issues in the State Department.

WANG YI, Foreign Minister, China (through interpreter): China urged North Korea to remain calm in the face of the new U.N. Security Council resolution and not to carry out missile tests or even nuclear tests in violation of the Security Council resolution and the will of the worldwide community.

The United States did not seek regime change, the collapse of the regime, an accelerated reunification of the peninsula or an excuse to send the USA military into North Korea, Tillerson said.

North Korea says its ICBMs are a legitimate means of defence. First, despite the alluring US$1 billion sum cited above, the actual damage to North Korea is likely to be more modest.

Tillerson did not specify how long North Korea would need to suspend its missile launches.

China supplies the regime with roughly 500,000 tons of crude oil annually, according to South Korean data.
