"If the United States is lost in a fantasy that war on the peninsula is at somebody else's doorstep far away from them across the Pacific, it is far more mistaken than ever", it said.

North Korea typically responds to South Korea-U.S. military exercises with weapons tests and a string of belligerent rhetoric.

"Talking with North Korea is not a concession; it is the only way to reach an agreement to denuclearize the Korean Peninsula and to reinforce that our military strength is there only to deter aggression and to defend against attack", Markey told a news conference.

Gen. Dunford has been in Asia this week, visiting South Korea, Japan and China.

North Korea has repeatedly threatened to target Japan, which hosts around 54,000 US military personnel, as well as South Korea and the United States with its missiles.

The flight path of the North Korean missile test would cross that part of the country.

South Korea and their American allies are due to begin the "Ulchi Freedom Guardian" joint military exercise tomorrow that will see tens of thousands of troops on manoeuvres. North Korea views such exercises as preparations to invade it.

President Moon reiterated that US and South Korea are "on the same page" with regard to North KoreaOn Aug. 17, South Korean President Moon Jae-in once again downplayed recent concerns that a military crisis could occur on the Korean Peninsula this month, declaring that "no one can decide to take military action on the Korean Peninsula without the consent of South Korea".

The Ulchi-Freedom Guardian exercises, scheduled to begin Monday, are "not now on the table as part of the negotiation at any level", said Joseph Dunford, chairman of the US Joint Chiefs of Staff, as quoted by Reuters. No field training like live-fire exercises or tank maneuvering is involved in the drills, in which alliance officers sit at computers to practice how they would engage in battles and hone their decision-making capabilities.
