Bradley, speaking in the House of Commons said that none of the representations she'd received had persuaded her to change her position, and intends to make a referral of the deal on the grounds of media plurality to the Competition & Markets Authority for a fuller investigation.

And following additional representations from the UK's broadcasting regulator Ofcom, Bradley said she is now "minded to" refer the deal to the CMA on the grounds of broadcasting standards.

Fox announced in December a year ago that it was making a fresh bid to buy the 61% of Sky plc, the owner of Sky News, that it does not already own.

"However, I am not confident that weaknesses in Fox's corporate governance arrangements are incapable of affecting compliance in the broadcasting standards context".

On media influence, Mr Rupert Murdoch is both co-chairman of Fox and executive chairman of News Corp, which owns the Times of London, the Sunday Times and the Sun newspapers.

She said the first concern was around Fox's compliance procedures for the broadcast of Fox News in the United Kingdom, noting the company only took action to improve its approach after Ofcom expressed concerns.

In Ofcom's original report, the regulator concluded there were "no broadcasting standards concerns that may justify a reference" to the CMA on grounds of broadcasting standards.

The CMA, which declined to comment, has the infrastructure to do a much more thorough study than that initially conducted by Ofcom.

The CMA is set to appoint a panel of experienced competition lawyers and industry grandees who would give their recommendation to Ms Bradley.

Murdoch's media group is trying to buy the 61 percent of Sky it doesn't already own.

On Tuesday, it said it was also likely to require an investigation into whether Twenty-First Century Fox (FOXA.O) would uphold broadcasting standards.

Following Bradley's referral, Sky stock sunk nearly 4 percent.

"This is a decision the Murdochs will not like", former Labour leader Ed Miliband said in Parliament.
