Rally in downtown Portland in August

Police said they made seven arrests as they clashed with anti-fascist protesters in Portland on Sunday.

After police changed the planned route of the march to avoid violence, tensions built up between the demonstrators and an opposing group, Patriot Prayer, also scheduled to hold a rally.

Police tactics in Portland were much more interventionist than at the previous two Patriot Prayer rallies, where a hands-off approach allowed evenly matched groups of protesters and counter-protesters to become involved in running brawls.

By 1:30 p.m., officers in riot gear were firing pepper spray at demonstrators, making arrests and telling the crowd to clear the area. At the last minute, the event was moved to Vancouver, Washington, on the other side of the Columbia River.

A vehicle which was carrying Proud Boys members was also stopped by police for firing pepper spray at counter-protesters, but was ultimately released, according to Willamette Week. Portland Police said they sent officers to Vancouver to assist.

Portland Stands United Against Hate held a peaceful assembly and march Sunday that began and ended at Terry Schrunk Plaza, Portland police said.

Additional demonstrators gathered for protests at Waterfront Park and officers located and seized multiple weapons (See attachments).

Police said demonstrators threw projectiles and smoke bomb - and knocked down a fence that police had put up. Two officers sustained minor injuries.

As the afternoon progressed, protesters left the area and traveled to Vancouver, Washington.

At that point, a police vehicle pulled up directly behind the driver, and an officer arrested him at the scene.

Eli F. Richey, 37 was arrested near Southwest 3rd Avenue and Southwest Taylor Street on a charge of interfering with a police officer. Two people were arrested for reckless endangerment and disorderly conduct. During the event, police kept the people at the rally and counter-protesters separated.
