Trump announced the measures Thursday as he met leaders from South Korea and Japan, the nations most immediately imperiled by North Korea's threats of a military strike. Kim Jong Un referred to President Donald Trump as "mentally deranged" and a "dotard" in a statement on Thursday, adding that he will "tame" the US president with "fire" over the threats Trump made toward North Korea in his United Nations address.

The forceful rhetoric from Pyongyang came after Trump threatened to " totally destroy" North Korea in a speech to the UN General Assembly on Tuesday.

Trump dubbed the North's leader Kim Jong-Un "Rocket man" and said he was on a "suicide mission". Kim described Trump as "a madman" and "a frightened dog" and "a mentally deranged U.S".

North Korea warned it could test a hydrogen bomb in the Pacific Ocean in response to President Trump's threat to "totally destroy" the rogue nation.

Kim's broadside comes after Trump announced fresh financial sanctions against North Korea on Thursday in response to its efforts to develop nuclear weapons and intercontinental ballistic missiles capable of reaching the United States mainland.

In an executive order issued Thursday, the Treasury Department has been granted expanded latitude to target anyone trading with North Korea, barring them from using the US banking system.

Mr Kim said the North would consider the "highest level of hard-line countermeasure in history" against the United States and that Mr Trump's comments had confirmed his nuclear programme was "the correct path".

"We do not desire the collapse of North Korea".

Mr. Trump also praised a new action taken by China's central bank to demand that other banks stop doing business with the North.

The 2018 Games are to be staged in Pyeongchang, just 80km from the demilitarised zone between North and South Korea, the world's most heavily armed border. Tillerson says it would be President Donald Trump's decision, but he adds that all military options remain on the table.

He added that North Korea's textile, fishing, information technology, and manufacturing industries were among those the United States could target with the sanctions. It was called after it was confirmed that North Korea has conducted another test of a nuclear weapon.

Kim did not elaborate other than to say his future actions would be "beyond" Trump's expectation.

Citing anonymous sources, AFP and Reuters news agencies reported on Thursday that the European Union had reached an agreement on additional sanctions targeting North Korea, including a ban on investments and oil exports to the country.
