Oil refineries in Texas are badly damaged by Hurricane Harvey. "This is when 95 percent of hurricanes and major hurricanes form". However, the agency has prohibited religious institutions from receiving federal assistance since the 1990s even though they were active in relief efforts for victims of such storms.

The hurricane - which became the strongest Atlantic storm on record when it blitzed the Caribbean last week - has killed at least four people and left millions without power in Florida.

Meanwhile, petroleum analysts are watching Hurricane Irma, which could hit Florida on Sunday.

In response to Irma, FEMA said staff had been deployed to the U.S. Virgin Islands and Puerto Rico and more than 1,000 personnel were ready to respond in Florida, South Carolina, North Carolina and Georgia.

Six hurricanes made a direct strike on the U.S in 2005: Cindy, Dennis, Katrina, Ophelia, Rita and Wilma. He showed his support for the churches in Texas that faced extreme damage by Hurricane Harvey and demanded Federal Emergency Management Agency's (FEMA) assistance to fix or rebuild the churches. It's hard, however, to put the number of storms per year in context.

Harvey, which battered Texas and parts of Louisiana in late August, will be "the costliest weather disaster in United States history at $190 billion or one full percentage point of GDP" which stands at $19 trillion. Fuel supplies were already tight in in the state when Gov. Rick Scott ordered the mandatory evacuation of more than 650,000 people from the Miami area.

Experts estimate that 500,000 to 1 million cars were damaged by water from Harvey, most of which will be total losses. When the sea levels rise, flooding occurs.
