"But between 1:30 a.m. and 5 a.m. Wednesday, 'several residents suffered respiratory arrest or cardiac distress, ' the complaint said".

Authorities say preliminary estimates suggest 25% of the homes in the Florida Keys were destroyed and 65% sustained major damage.

Three of the dead have been identified as Estella Hendricks, 71, Gail Nova, 71, and Carolyn Eatherly, 78, the Sun Sentinel reported.

The evacuation included 115 patients from the nursing home and 18 from a nearby behavioral facility.

"We make this request in recognition of the numerous and various parties that will be included in such an investigation", the letter said, referring to the nursing home itself, as well some local government agencies that had oversight roles, such as Hollywood's police and fire departments. Scott said the state has had multiple points of contact with the facility before the Wednesday's deaths.

Calls to the owner and other officials at the Hollywood home were not immediately returned, but the facility's administrator, Jorge Carballo, said in a statement that it was "cooperating fully with relevant authorities to investigate the circumstances that led to this unfortunate and tragic outcome".

The manager of the nursing home has a history of health-care fraud accusations.

The office also provided background material that the Rehabilitation Center of Hollywood Hills "reported into the state's facility status monitoring database 17 times since Thursday, Sept. 7". That patient was transported to a hospital, police said.

Altogether, more than 100 patients there were found to be suffering in the heat and were evacuated from the place, many on stretchers or in wheelchairs. Randy Katz, medical director of the hospital's emergency department.

"We are conducting a criminal investigation [and] not ruling anything out at this time", Sanchez said.

Borroto says the generator wasn't running when they arrived, but investigators believe it had been running all day.

Lawmakers submitted legislation requiring generators at adult living facilities and nursing homes.

Josh Levy, the mayor of Hollywood, said he urged mayors and county commissioners across the state to urge residents to check on elderly neighbors in their communities.

At least 34 people have died in the USA under Irma-related circumstances, the vast majority in Florida.

"It is clear that this facility can not be responsible for Florida's vulnerable patients, and therefore the State will stop them from providing care", Scott said in a news release.

There are still more than 3.2 million homes and businesses without power in Florida as of Wednesday at 6:00pm EST, according to the Florida State Emergency Response Team.

Almost a week after Hurricane Irma walloped Florida, the recovery mission picked up momentum as more people had electricity and schools made plans to reopen. And at the 15,000-resident Century Village retirement community in Pembroke Pines, where there were also widespread outages, rescue workers went door to door in the 94-degree heat checking on residents and bringing ice, water and meals.

The primary reason: lack of power and sweltering temperatures made conditions unsafe.
