Irma made landfall in the Florida Keys on Sunday morning as a Category 4 hurricane with 225km/h winds, the strongest tropical storm to hit Florida since 2004.

Residents and business owners in the Upper Keys were allowed back into the area Tuesday morning as far south as Islamorada.

All that water and energy also incurred a material cost: Moody's Analytics estimates the economic cost of Hurricane Irma to be from $64-92 billion, a tally that includes both property damage and lost economic output.

Timmer was staked out on the northwest side of the eyewall as Irma made landfall.

Beyond the Keys, Floridians were anxious to return and see how their homes weathered the storm.

The storm knocked at least a million power customers offline in Georgia and the Carolinas, according to local utilities, while flooding downtown Charleston, S.C.

Irma has been downgraded from a hurricane to a tropical storm, with winds of 70 miles per hour, the National Hurricane Center said.

An aerial view shows the remnants of Hurricane Irma in the Florida Keys.

If that happens, by September 18 it could again be pointed at the islands all but destroyed by Hurricane Irma last week.

From the air, one Keys community appears not to have suffered extensive damage.

Around 5.7 million homes and businesses in the state are without power, and more than 120 homes near Orlando have had to be evacuated from rising floodwaters. "There's devastation. I just hope everybody, you know, survived".

"Jacksonville is suffering what has been called. some of the worst flooding it has seen in 100 years", National Security adviser Tom Bossert said Monday.

Yes. While all storm surge warnings and tropical storm warnings were discontinued on Monday night, the WPC has warned that a risk of flash flooding remains, with isolated rainfall of up to 5 inches predicted for parts of SC and North Carolina.

Authorities said the winds reached up to 150 kilometers (93 miles) per hour in Havana, with unprecedented storm waves from the sea. More than 350 people had to be rescued, he said.

"We have no cell service, no electricity, and no water", Monroe County Commissioner Heather Carruthers said.

Tropical storm winds were expected in Savannah as well, prompting authorities Sunday afternoon to close the towering Talmadge Memorial Bridge that spans the Savannah River between Georgia and SC. He continued to warn that many could be without power for weeks. The outages included about 662,000 customers in Miami-Dade County, Florida's most populous.

And in Alabama, some city school districts including Birmingham, Huntsville and Auburn planned to close Monday and in some cases Tuesday.

First Category 5 hurricane to make landfall in The Bahamas since Andrew in 1992.

Irma hit Cuba's Ciego de Avila province late Friday as a Category 5 hurricane before it weakened and headed to the United States.

Last month, Hurricane Harvey devastated much of coastal Texas and killed more than 70 people.
