Nadav Argaman told ministers at the weekly cabinet meeting that the Gaza-based terror group has "continued to invest considerable resources in preparation for a future conflict, even at the cost of its citizens' welfare" and that at this point Hamas is "ready for a conflict with Israel".

Haniyeh and a delegation of Hamas senior leadership left the Gaza Strip on Saturday for meetings in Cairo with Egyptian intelligence officials, including head of Egyptian intelligence general Khaled Fawzy.

In June, Cairo hosted talks between Egyptian officials and top Hamas members. Its management has escalated tensions between Hamas and the Palestinian Authority, including its leader Palestinian President Mahmoud Abbas who has cut funding to the Strip. Although totally eschewed as an ally of the Egyptian nemesis Muslim Brotherhood when President Al-Sisi took office, in recent weeks Hamas efforts to deny that status have apparently succeeded. Mengistu and Sayed are both said to be suffering from mental illness.

For much of the last decade, Egypt has joined Israel in enforcing a partial land, sea and air blockade of Gaza.

In late July, former Gaza security chief Mohammed Dahlan claimed the Hamas-ruled territory could expect to see the easing of its electricity crisis due to the opening of its border with Egypt.

Abbas sought through the measure to secure Hamas's relinquish of Gaza.

Sources told the paper that Haniyeh would try to convince the Egyptians that Hamas is serious about reconciliation with the PA if Abbas is serious as well.

It is unclear how long the Hamas leadership will remain in Egypt, but afterward it is expected to visit Turkey, Lebanon and Qatar, the report said.
