Hamas paves way for Palestinian elections as it signals readiness to end Fatah feud

In a overture to its rival Fatah, Hamas agreed to dissolve its governing body in the Gaza Strip, also known as the administrative committee, allow the West Bank-based Palestinian Authority government to operate in its place and hold general elections.

However, Bjorn was skeptical if Hamas's announcement on Sunday would lead to a full-fledged reconciliation between Hamas and Fatah.

Badran also pointed out that his movement's delegation had postponed its departure from Cairo, granting Egyptian officials the chance to convince the Fatah movement to hold serious talks.

Punishing measures included reducing electricity payments for the Gaza strip and cutting salaries for civil servants there.

Ramallah - Egypt is adamant on ending the Palestinian division and aims to unite the Fatah and Hamas movements in Cairo in an attempt to reach a unified agreement, said informed Palestinian sources.

The two sides have made several attempts at reconciliation.

Last Tuesday, Fatah Central Committee Member Azzam al-Ahmad, who is now leading the Fatah delegation in Cairo, said if Hamas disbands its administrative committee, Abbas would lift its punitive measures against it.

Hamas statement, which consisted of four points, also said that the movement accepted to hold the general, presidential and legislative elections in the Palestinian territories, the West Bank, Gaza and east Jerusalem. "If this is Hamas statement, then this is a positive sign", he told Reuters.

The group said in an emailed press statement that it would dissolve a disputed administrative committee in Gaza and wants Abbas' government to come to the coastal enclave.

Forming the committee outraged Abbas and urged him to carry out punitive measures against Gaza.

The Hamas delegation was about to leave Egypt when authorities asked them to stay, hoping that a meeting will be held with Fatah, even though head of the Hamas delegation said that they will not meet with their rivals.

"Hamas wants to improve the situation in Gaza, but it doesn't want to give up control of it", Bjorn said.

"As a result of having Fatah delegation in Cairo, Hamas has been put under the pressure of Egypt and Fatah delegation to immediately respond to Abbas call of dissolving its administrative committee, and it really did and agreed to dissolve it", said Oukal.

On his first visit as secretary general in August, UN chief Antonio Guterres said the Gaza Strip faces "one of the most dramatic humanitarian crisis"?that he has witnessed.
