There were no immediate reports of deaths in Cuba - a country that prides itself on its disaster preparedness - but authorities were trying to restore power, clear roads and warning that people should stay off the streets of Havana because flooding could continue into Monday.

Rains and storm surge also flooded coastal areas in Georgia and SC.

"Pray, pray for everybody in Florida", Gov. Rick Scott said on "Fox News Sunday" as more than 160,000 people statewide waited it out in shelters.

With the arrival of what is potentially one of the most devastating storms to ever hit Florida, officials have set aside 3.2 million liters (0.85 million gallons) of water, filled 67 trailers with meals, and amassed 24,000 tarps.

Two deaths in Georgia have been blamed on Irma as of Monday afternoon. Those are crews that often have to cut their way into neighborhoods that a storm has walloped, said Meredith Stone, a Georgia Power communications specialist.

What's happening in the Florida Keys?

Scott flew over the Keys and says he saw a lot of flood damage and boats that had washed ashore.

As Hurricane Irma approaches after wreaking havoc on the Caribbean, some Florida Keys residents are staying put and taking selfies next to massive waves despite orders to evacuate.

An apparent tornado spun off by Irma destroyed six mobile homes in Palm Bay, hundreds of miles away along the state's Atlantic coast. The National Guard also has arrived in the island chain amid official fears that a humanitarian crisis may be developing in the stricken region. FEMA chief Brock Long has said some places won't have electricity for weeks. "No cell service in at least the lower and middle Keys", said Bill South of the National Oceanic and Atmospheric Administration. All hurricane warnings had been downgraded to lesser alerts, the NHC said. "People are walking to find family and friends".

This wide continental shelf means Tampa would get twice as much storm surge-the leading killer in a major hurricane-as Miami on the east coast. More than 4,200 USA flights scheduled for Monday were canceled. American Airlines said it won't resume flights in Miami, where it has a huge base, until Tuesday.

- Miami streets turned into raging rivers, and the city's airport is closed because of significant water damage. Around 845,000 of those customers are located in Miami-Dade County.

Meanwhile, search-and-rescue teams located in Orlando and other staging areas were waiting out the storm until it was safe enough to go out and assess the extent of the damage and injuries.

Oil prices in the US early Monday rose 0.6% to $47.77 a barrel after reports said Saudi Arabia's oil minister held talks with Venezuela and Kazakhstan on a possible extension of an agreement to cut global oil supplies beyond March 2018. But he also described Florida as "a tough state".
