The Kansas secretary of state told reporters after the meeting that such claims are "bizarre" because they assume the commission can perform a "Jedi mind trick" on state legislatures to make them adopt its recommendations.

President Trump's commission on voter fraud is about to hold its next meeting.

Kobach, who serves as vice chair of Donald Trump's Presidential Advisory Commission on Election Integrity, wrote a column last week for the far-right Breitbart website claiming "proof" of voter fraud that hinged on more than 5,300 who registered to vote on the day of the 2016 election but have not registered a vehicle or got a driver's license in the state.

Kobach pointed to New Hampshire's same-day registration law as a weakness in its election security because more than 6,000 same-day registrants used out-of-state driver's licenses to vote in New Hampshire. He regularly cites a 2010 Missouri State House election as proof that voting by noncitizens is rampant in elections, claiming that it wasdecided by votes "cast illegally by citizens of Somalia".

"This obviously is a subject of concern because there have often been anecdotal reports of people driving into New Hampshire because it's a same-day registration state and it's a battleground state", Kobach said. He said "appears" might have been the wrong word.

Ultimately, Trump made a decision to name two Democratic secretaries of State to his "Bipartisan Presidential Commission on Election Integrity", along with an Obama-appointed commissioner of the Election Assistance Commission.

If Secretary Kobach wants to add another job to his increasing docket (Secretary of State, self-appointed fraud attorney general, candidate for Governor, fraud commission vice-chair, Radio Host, and now Breitbart columnist), perhaps he can inquire whether the New Hampshire DMV needs extra deputies to track down scofflaws operating on Granite State roadways with illicit CT licenses.

"You actually mentioned resident twice when you really should have said domicile, just now", Gardner said.

Undercutting the value of this evidence, however, is a state law that allows someone to be domiciled in New Hampshire for voting purposes while a resident of another state.

In an interview, Gardner said the serial controversies had unfairly sullied the commission's public image nearly before it had begun work, adding that he had been branded by some as a vote suppressor merely by serving on it.

But the commission heard from several witnesses Tuesday that it's not always easy to find those facts, that voter data is limited and often incomplete, and that it's hard to know what accounts for the drop in participation in USA elections since the 1960s. In the same election, President And Trump lost New Hampshire's four electoral votes to Democratic presidential nominee Hillary Clinton by less than 2,800 votes. Such a law in Kansas meant that 34,000 fewer people voted in that state in 2012 than in 2008, with those affected skewing younger and less white.

Dunlap, as well as other commissioners, also questioned the viability of a proposal by another witness that voters undergo the same kind of background check now applied to gun buyers. They worry that the 12-member panel is stacked with members who believe that voter fraud is extensive and will use its conclusions to push for more restrictive voter laws.

Cummings called the commission a "sham voting commission", saying that "voting is a right, not a crime". Lott has a record of pushing discredited "analyses" about the 2008 Minnesota Senate race, erroneously blaming voter fraud for the Republican incumbent's defeat.

In 2014 and 2016, the state attorney general, Democrat Joe Foster, issued a memo to local election officials warning them that they were not to turn away anyone who wanted to vote. He says the commission was created to substantiate the biggest lie ever told by a sitting president and should be dismantled. They are sharing those stories with President Trump's voter integrity commission as it wades into one of the administration's thorniest fights.

The Presidential Advisory Commission on Election Integrity has spurred controversy from the moment it was established in May.
