Iraq Launches Offensive to Retake ISIS Bastion Hawija

Iraqi forces backed by US airstrikes began an assault on the Islamic State in western Anbar province Tuesday, breaching one of the last two militant strongholds in Iraq where the group's elusive leader, Abu Bakr al-Baghdadi, is thought to be possibly hiding.

"We announce the launch of the first phase of the liberation of Hawija, in fulfilment of our pledge to our people to liberate all Iraqi territory and to cleanse it from the terrorist Daesh gangs", Abadi said, using the Arabic acronym for ISIL. Last month, the outgoing commander of US coalition forces, Lt. Gen. Stephen Townsend, said he believes that Baghdadi is still alive, contradicting Russian assertions that the militant leader probably died in an airstrike. With the start of operations in Iraq on Tuesday, the Islamic State is also being pressed from the east.

However, the resolution fails to include any provisions to ensure accountability for crimes committed by Iraqi forces and others responsible for grave violations of global law, including war crimes, during the conflict.

Washington issued on Wednesday a forceful statement against the Kurdish referendum.

The town was one of the first areas to fall under IS control in 2014. The city has a population of about 245,000 and is a mostly Sunni Muslim-inhabited district.

The Iraqi ambassador to Russia, Haidar Mansour Hadi, had previously expressed optimism about eradicating IS from the country, telling RT in late August that Iraq is "at the very final stages or chapters of closing the terrorism page".

The US-led coalition supporting the SDF estimated that 65-70 percent of Raqa is now under the control of the alliance of Kurdish and Arab fighters. However, all of the perpetrators were killed before carrying out their mission, and no Iraqi or worldwide personnel were hurt, according to Dillon.
