North Korea defiant over United Nations sanctions

A recent poll by Gallup Korea, conducted from Sept 5 - after the Sept 3 nuclear weapons test by the North - shows a clear sign of hardening attitudes among South Koreans.

China's leaders are looking the other way as DPRK uses its banking system and front companies to do business, while Russian companies continue to provide support to Pyongyang, said Marshall Billingslea, assistant secretary in the Treasury Department's Office of Terrorism and Financial Intelligence.

"There's definitely a threat that was not there a year ago", Dr. Mariano Bertucci, a professor in the political science department, said. North Korea had warned ahead of the U.N. vote that the United States would pay a "due price" if it pursues stronger sanctions.

The latest resolution caps North Korea's imports of refined and crude oil at 8.5 million barrels a year, which represents a 30 percent cut, according to Nikki Haley, the USA ambassador to the United Nations.

"I don't know that we're wrong", Tillerson said of his earlier assessment.

Washington so far has held off on new sanctions against China's banks and other companies doing business with North Korea, given fears of retaliation by Beijing and far-reaching damage to the world economy.

Russian Federation and China being permanent members of the UNSC had veto powers and they seemed sceptical over the initial sanctions proposal, but after Monday's vote, China expressed their support.

Left-leaning respondents were also sceptical of offering any kind of humanitarian aid, with 52 per cent of them calling for a halt. Treasury Secretary Steven Mnuchin, speaking Tuesday at CNBC's Institutional Investor Conference Delivering Alpha, said that the U.S. has "sent a message that anybody that wanted to trade with North Korea, we consider them not trading with us". Military authorities said they didn't pose a threat to North America or Guam. "One of the prime cases would be North Korea's attack on Yeongpyeong Island".
