The measure sets limits, however, on exports of crude oil and fuel products to Pyongyang, capping shipments of refined fuels to North Korea at two million barrels a year, holding annual crude oil exports at current levels and imposing a ban on textile exports.

There are also restrictions on textiles, which are North Korea's second-biggest export after coal and other minerals. But the other signatories, like Merkel, regard the deal as a breakthrough, halting Iranian progress toward a nuclear weapon for at least a decade.

Kim Hyun-Wook, professor at the Korea National Diplomatic Academy, warned there are "no means to check how much crude oil is delivered through the pipeline" between China and North Korea.

In the end, the Iran talks became predominantly a negotiation between the United States and Iran.

"We have been living under United States sanctions for decades", the diplomat said.

Sir Michael said: "The United States is fully entitled to defend its own territory, to defend its bases and look after its people", said the Defence Secretary.

Chinese Ambassador Liu Jieyi again called for talks "sooner rather than later".

Just days before its sixth nuclear test, North Korea launched an intermediate-range ballistic missile that crossed Japan before landing in the northern Pacific Ocean.
