The U.N. Security Council is set to vote on Monday afternoon on a watered-down US -drafted resolution to impose new sanctions on North Korea over its latest nuclear test, diplomats said, but it was unclear whether China and Russian Federation would support it.

The resolution imposes a ban on condensates and natural gas liquids, a cap of two million barrels a year on refined petroleum products, and a cap on crude oil exports to North Korea at current levels.

On Monday, the USA circulated a draft resolution that called for a full ban on exports of oil to North Korea and an asset freeze on leader Kim Jong Un, the Worker's Party and the government of North Korea.

North Korea is suspected of engaging in arms trade with countries in Africa and the Middle East.

'The world will witness how the DPRK tames the USA gangsters by taking (a) series of action tougher than they have ever envisaged'.

"As the Chinese cut off oil and gas, we're seeing [North Korea] turn to Russia", the newspaper quoted an unnamed senior USA official with knowledge of alleged Russian smuggling into North Korea on Monday.

"We are done trying to prod the regime from doing the right thing,"said US UN Ambassador Nikki Haley".

Russian President Vladimir Putin recently expressed doubt over whether sanctions are an effective means of getting the North to stop its missile and nuclear testing, and China, harbouring similar concerns, has repeatedly hesitated in the past to fully support United States sanction plans.

British Foreign Secretary Boris Johnson said in a statement that the unanimous adoption of the sanctions showed the global community is "united against the illegal and reckless acts by the North Korean regime". The North Korean regime has not yet passed the point of no return", Haley told the Security Council, adding: "If North Korea continues its risky path, we will continue with further pressure. "It is their continued, illegal and aggressive actions that have brought us to this point".

Han added that the DPRK is "ready to use a form of ultimate means" adding 'the forthcoming measures by DPRK will make the USA suffer the greatest pain it ever experienced in its history'.

That would amount to a 10% cut in oil products, according to the US Energy Information Administration, which estimates annual exports to North Korea at almost 2.2 million barrels.

China is North Korea's biggest trading partner.

China's United Nations ambassador, Liu Jieyi, said Beijing has been making "unremitting efforts" to denuclearize and maintain peace and stability on the Korean Peninsula.

Chinese UN ambassador Liu Jieyi again called for talks "sooner rather than later".

President Donald Trump called for harsh measures to be taken against the country, even considering the possibility that the USA would stop trading with any country that traded with North Korea. The resolution adopted Monday adds only one person to the sanctions list - Pak Yong Sik, a member of the Workers' Party of Korea Central Military Commission, which controls the country's military and helps direct its military industries.
