North Korea slapped with new UN sanctions

But after the latest nuclear test, Haley took a more public approach, announcing that she would circulate a draft resolution to all council members and that she meant to call for a vote on September 11.

The measures were approved unanimously Monday.

The new sanctions impose a ban on North Korea's textile exports and caps crude-oil exports to North Korea. Russian Federation and China have also expressed concern about the humanitarian impact of strengthening sanctions on North Korea.

"The textile sanctions actually might have more impact, as they are probably a good source of value-added income - value added by people you don't have to pay much - for the regime", he said. Pyongyang's overseas labor program, first targeted in the latest round of sanctions in August, will also see further restrictions.

South Korea's 50 million people are hostages to North Korea's nuclear weapons, but the worldwide community has its hands tied behind its back. Observers have said Beijing might agree to just a partial, or temporary, oil exports ban.

Whatever final text was adopted, she hoped it would "have significant consequences in terms of greater economic pressure on North Korea".

Rajiv Biswas, Asia Pacific chief economist for IHS Markit, also said he expects that Pyongyang can weather the import reduction.

Asked if the pressure on North Korea was pushing the world to the brink of nuclear war, Nakamitsu said United Nations officials were in touch with all sides and nobody - including North Korea - saw a military solution to the crisis.

Biswas noted, however, that the situation with China remains both crucial and complicated. At the same time, however, Chinese exports of diesel to North Korea increased from 367 tons in June to 1,162 tons in July. The DNC party platform says only that "North Korea is perhaps the most repressive regime on the planet, run by a sadistic dictator..."

Meanwhile, North Korea's ambassador, Han Song, told the UN-sponsored Conference on Disarmament in Geneva on Tuesday that the USA was "fired up for political, economic, and military confrontation".

"In case the United States eventually does rig up the illegal and unlawful "resolution" on harsher sanctions, the DPRK shall make absolutely sure that the U.S. pays due price", the spokesman said in a statement carried by the official KCNA news agency.

Transportation and the military are the major outlets for North Korea's fuel supply, Nautilus said in a report last week. South Korea then developed its own "suicide squad" out of criminals to murder North Korean founder Kim Il Sung, but the mission was aborted.

But what Washington failed to get was equally telling.

The official defended the USA mission from critics who say the sanctions were watered down, arguing an early draft from the US was given to the press to place pressure on any who might seek to soften the sanctions. "It is their continued, illegal and aggressive actions that have brought us to this point, and it is North Korea that must change its course". But, given recent developments, Beijing may have no better choice than to start talking with Washington and Seoul. The success of the late Clinton administration in negotiating an agreement-in person, with real economic benefit and security assurances to North Korea-shows that the nation can and will operate diplomatically when they believe it to be beneficial. The resolution prohibits countries from providing work authorizations to additional North Korean nationals, leaving room for a "case-by-case" review in the case of humanitarian assistance, and does not apply to work authorizations for which written contracts have been finalized previously.
