North Korea threatens 'pain and suffering' if new United Nations sanctions approved

Along with settling for the compromise on oil, the US unsuccessfully tried to get a travel ban and freezes on the assets of North Korean leader Kim Jong Un and Air Koryo, the North's flagship airline. "If we do use it on North Korea, it will be a very sad day for North Korea".

The draft drops a proposed oil embargo and instead intends to impose a ban on condensates and natural gas liquids, a cap of two million barrels a year on refined petroleum products, and a cap crude oil exports to North Korea at current levels.

It will also ban the export of all textiles, the official said, noting that in 2016, the North Korean regime earned $760 million through those sales - making it the largest economic sector that UN Security Council had not yet touched.

He further said that "the U.S. is now going to the United Nations and trying to get approval to stop North Korean ships on the open seas and search them for nuclear weapons and nuclear fuel".

An official at the Mexican foreign ministry noted, however, that President Enrique Pena Nieto's government was not breaking diplomatic ties with North Korea.

"If it agrees to stop its nuclear program, it can reclaim its future ..."

A slew of brazen tests in recent months, which contravene existing United Nations sanctions, has sparked surging tensions over the North Korean weapons programme. "It has to be paired with a pragmatic strategy of engagement". Both Russia and China, as permanent members, wield veto power.

However, China's official Xinhua news agency said in a commentary that the Trump administration was making a mistake by rejecting diplomatic engagement with the North.

That is exactly the combination of actions that was used by the Obama administration to drive Iran into negotiations over its nuclear activities for what became the 2015 deal that Trump has often denounced as a giveaway.

The official, who was briefing reporters on condition of anonymity under ground rules set by the administration, said the United States remains focused on building worldwide pressure on North Korea rather than seeking talks.
